Trump Announces Russian Diesel Agreement

Trump Announces Russian Diesel Agreement

President Donald Trump says Russia will supply diesel to the United States and global markets after a phone call with Russian President Vladimir Putin. The announcement has triggered criticism from Ukrainian President Volodymyr Zelenskyy, who argues that easing restrictions could provide Moscow with revenue while Russia’s war against Ukraine continues.

Trump said Russia would initially provide more than 300,000 metric tonnes, followed by 500,000 tonnes in November and one million tonnes thereafter, with further shipments dependent on the condition of Russian refineries.

US Temporarily Authorises Imports

On October 9, the US Treasury Department’s Office of Foreign Assets Control issued General License 135, authorising transactions related to the sale, delivery, offloading and importation of Russian-origin diesel—including into the United States—until 12:01 a.m. EDT on April 7, 2027. The licence does not authorise certain transactions involving accounts of Russia’s central bank, National Wealth Fund or Ministry of Finance.

The authorisation is a temporary sanctions exception, not evidence that all restrictions on Russia have been lifted. The extent of the policy shift will depend on which shipments proceed and whether the licence is extended or changed.

Zelenskyy Calls It Unfair and Weak

Zelenskyy told Axios that allowing Russian diesel exports was “not fair and not honest.” He questioned what Washington had obtained from Moscow in return and warned that additional Russian energy revenue could help fund the war.

He also objected to the timing. US and Ukrainian officials were holding discussions in Florida about ending the war when Trump announced the arrangement. Zelenskyy said he feared Ukraine’s negotiating team was being used as a “smokescreen” for a separate US-Russia deal.

The reporting does not establish that the diesel agreement was formally part of a peace deal or that Russia made a specific concession in exchange for the US authorisation.

Can the Shipments Lower Prices?

Trump’s stated aim is to increase supply and bring down fuel costs. Whether that happens—and by how much—will depend on actual deliveries, refining conditions, transport costs and broader market supply and demand. The announced quantities alone do not guarantee lower prices at US filling stations.

Even if the shipments add supply, their effect on consumer prices remains uncertain. A change in futures or wholesale prices would not necessarily translate immediately or proportionally into lower retail prices.

War Continues as Debate Intensifies

On Saturday, Zelenskyy said Russian strikes in Ukraine’s Zaporizhzhia region had killed at least 12 people, including three children, and injured 14. The reported attack came a day after Trump announced the diesel arrangement. The timing has intensified Ukrainian criticism, although it does not establish that the agreement caused or influenced the strikes.

The dispute exposes a tension between Washington’s stated goal of easing fuel-price pressure and Kyiv’s concern that Russian energy earnings could sustain Moscow’s military campaign. The agreement’s significance will depend on whether the diesel is delivered, whether prices respond and how the temporary license affects sanctions policy and negotiations.
