Senate Confirms Saidu, 17 Others to FRC, NHRC Boards

The Nigerian Senate has confirmed Dr Abdullahi Maikano Saidu as Executive Chairman of the Fiscal Responsibility Commission (FRC), alongside 17 other nominees appointed to the boards of the FRC and the National Human Rights Commission (NHRC).

The confirmations followed the consideration and adoption of reports submitted by the Senate Committees on Finance and Judiciary, Human Rights and Legal Matters during plenary on Wednesday, October 28, 2026.

The approvals cover seven appointments to the FRC board and 11 positions on the NHRC governing council, including the respective chairpersons of both institutions.

FRC Board: Saidu and Six Members Confirmed

The Senate confirmed Saidu as Executive Chairman of the Fiscal Responsibility Commission, with six other nominees representing Nigeria’s geopolitical zones.

The confirmed FRC board members are:

  • Dr Abdullahi Maikano Saidu — Executive Chairman
  • Mohammed Asma’u Mai-Eka — North-West
  • Mohammed Aliyu Makama — North-Central
  • Suleiman Gidado — North-East
  • Louis O. Ndukwe — South-South
  • Amaechi Ugwele — South-East
  • Olaniyi Idowu Onikola — South-West

Presenting the Finance Committee’s report, Deputy Chairman Lere Oyewunmi said lawmakers reviewed the nominees’ curricula vitae, educational qualifications and professional experience before recommending them for confirmation.

Oyewunmi highlighted Saidu’s experience in revenue administration, fiscal oversight and governance reform. He also noted that Saidu had previously served at the Independent Corrupt Practices and Other Related Offences Commission (ICPC).

The committee said supporting attestations from previous workplaces were among the materials considered during the screening process.

The FRC plays an important role in promoting fiscal discipline, transparency and accountability in the management of public finances.

NHRC Governing Council: 11 Nominees Approved

The Senate also confirmed Dr Salamatu Hussaini Suleiman as Chairman of the National Human Rights Commission’s governing council, alongside 10 members.

The confirmed nominees are:

  • Dr Salamatu Hussaini Suleiman — Chairman
  • Huwaila Muhammad Ibrahim
  • Edmund Chinonye Obiagwu
  • Ogunji Chidozie Kingsley
  • Oluwakemi Asiawaju-Okenyodo
  • Professor Adedeji Adekunle
  • Ayo Adewuyi
  • Mohammed Adelodun
  • Eze Anaba
  • Maupe Ogun-Yusuf
  • Patience Patrick Udoh

Chairman of the Senate Committee on Judiciary, Human Rights and Legal Matters, Adeniyi Adegbonmire, said the committee examined the nominees’ curricula vitae and supporting documents before recommending their confirmation.

He stated that the screening process considered their qualifications, professional experience, competence and exposure to human rights issues.

The committee subsequently recommended their approval as chairman and members of the commission’s governing council.

During deliberations, Senator Ekong Samson, representing Akwa Ibom South, supported the recommendations and emphasized the importance of human rights protection across political and geographical boundaries.

What the Confirmations Mean for Nigeria

The appointments place renewed attention on two institutions with distinct responsibilities in public governance.

The Fiscal Responsibility Commission is concerned with fiscal discipline and accountability in public finance, while the National Human Rights Commission is mandated to promote and protect human rights.

The effectiveness of the new boards will depend on how they discharge their statutory responsibilities, exercise oversight and contribute to institutional accountability.

For the FRC, key concerns include responsible management of public resources and compliance with fiscal responsibility principles. For the NHRC, public expectations center on the protection of fundamental rights, addressing complaints and strengthening access to remedies for alleged human rights violations.

The Senate’s confirmations represent a formal step in constituting the two institutions’ leadership structures. Their subsequent performance and impact will be important measures of the appointments.
